Yes, the GMC requires you to pass either exam to show you can simply communicate safely and effectively in English. Once you have this, you can register with the GMC to book your PLAB 1 exam. The minimum requirement for passing IELTS is a band score of 7.5 (7.0 in each skill) and 350 or above in OET for each paper.
